The following city ordinances are enforced by the police department; violations can result in a misdemeanor citation being issued.


No person shall park a vehicle on any street for a period of time longer than one hour between the hours of two o'clock (2:00) A.M. and seven o'clock (7:00) A.M. of any day, except physicians during emergency calls; and further provided, that any resident of the city may request permission for all night parking when the same is required by emergency or other unusual circumstances. The police department, for good cause shown, may grant such permission. The police department shall be the sole judge as to the necessity and requirements for the granting of such permission. It shall be the duty of the owner or occupant of private property fronting upon a public sidewalk to remove all weeds and noxious vegetation from such property and in front thereof to the curb line of the street and to keep the sidewalks in front of such property free from litter, snow, ice or obstructions. (1989 Code 10-2-7, 9-5-1990)


A. Existence within City: It is unlawful to allow the growth of injurious and noxious weeds, garbage, refuse, unsightly objects or structures to exist on any yard, lot or piece of property within the city. (1989 Code 11-2-1, 6-7-1994)
B. Refrigerators: It is unlawful for any person to leave or permit to remain outside on any property in a place accessible to children any abandoned, unattended or discarded icebox, refrigerator or other container which has an airtight door or lid, snap lock or other locking device which may not be released from the inside, without first removing the door, lid or locking device. C. Abandoned Vehicles and Building Materials: It is unlawful for any person to cause, permit or allow scrap metal, wastepaper products, discarded building materials or any abandoned vehicle or vehicle parts, machinery or machinery parts or other waste material to be in or upon any yard, lot or piece of property within the city. For purposes of this chapter, a vehicle shall be prima facie presumed abandoned if such vehicle: (1989 Code 11-2-3, 6-7-1994)
1. Is not registered and inspected thirty (30) days after the date on which such registration and inspection is required by law; or (Ord. 99-03, 9-7-1999)
2. Is wrecked, dismantled, partially dismantled or otherwise rendered inoperable for a period of more than one hundred twenty (120) days. (1989 Code 11-2-3, 6-7-1994)
3. Exceptions to subsections C1 and C2 of this section 1 are recreational vehicles stored in a licensed recreational vehicle storage lot. (Ord. 99-03, 9-7-1999)
D. Obstruction Of Sidewalks: It is unlawful to allow the obstruction of sidewalks resulting in the restriction of pedestrian traffic by:
1. Allowing the growth of weeds, shrubs, trees or overhanging limbs to protrude onto or over the sidewalk.
2. Leaving any garbage (other than for pickup), other objects, structures, materials or vehicles on the sidewalk or in the road or right of way. (1989 Code 11-2-4, 6-7-1994; amd. 1997 Code)
